You got me. Note, however, that that's in the most recent amendment -- Trudeau's 1982 effort. For those of us over a certain age, the "constitution" was what we knew as the British North America Act (BNA Act), which has since been renamed the Constitution Act, 1867. The BNA Act doesn't mention a Prime Minister. The administrative authority was the "Governor in council", which in those days meant the Governor General, as advised by privy councilors. The term governor in council is still used in legislation, but now it effectively means the PM.
