Could be something wrong with Internet Explorer but I would suspect Frontpage as the culprit. Try right-clicking a link and choosing open or open in new window. Have you tried repairing IE or have you tried another browser? Everyone needs a backup browser in case a problem arises with IE. Here's a link to a couple.

You could uninstall Frontpage and see if things straighten out and then reinstall it again if it's not the problem.
