Split in the form of a "stock dividend".

"The record date for the split will be Jan. 19, 1999. Certificates evidencing the new shares will be issued on the payment date of Feb. 4, 1999."

Person A holding 2000 shares on the record date (Jan 19) at $48ish a share gets a dividend of 1000 more shares on the payment date (Feb 4).

Their stake of $96,000 remains unchanged by the split, but they now hold 3000 shares. So I make $32 the split adjusted price of Wind as of Jan 19.

We're a buck above this, so there's nothing for Wind CFO to comment about. Quit whining.
