The problem CA has that the fed's don't have is that it is fairly simple for the rich to move their residency to neighboring Nevada and pay no state income tax. I heard recently that there are a few thousand taxpayers that pay something like half of CA's income taxes. If they decide to change their residency (and they don't necessarily have to move to do that), CA will be even more desperate. Some are already doing it.

Raising taxes in a dying economy is not a smart thing. CA needs to cut the bureaucracy. During Davis' reign, the state budget has grown at something like double the rate of population growth + inflation. If the budget had simply grown at something close to the population/inflation rate, CA would be in fine shape right now.

The other thing CA needs to do is become more business friendly. Worker's comp reform would be a great place to start. Worker's comp premiums in CA have tripled in the last 3 years, and they were outrageous before that. I work for a company in CA with 240 employees. The amount we pay in worker's comp insurance (despite our excellent safety record) would pay for complete medical and dental insurance for every employee, but with our high costs of doing business, we can only give coverage to management employees, which is a fraction of the total. I can't help but think that our employees would be far better off with medical insurance than they are with a corrupt, expensive worker's comp system.
