Pshop's "Color Balance" tool is one of the features missing from Elements. It's composed of opposing CMY/RGB scales, and can handle most "cast" problems. Need to decrease red and yellow to get rid of the orange cast. The catch is that you only have RGB tools in Elements, no "yellow tools". No worries:

Make a new Levels adjustment layer. The upper part of the dialog box has a pulldown that says "RGB". Change that to "Blue". Move the top right slider towards the middle (maybe 210-225) so the blue is counteracting yellow. Change the pulldown again, this time to "Red". Move the top left slider towards the middle (maybe 25-35). Orange cast should be reduced (I haven't seen your picture; this is a blind guess).

"with the same image, the color balance was screwy, overly orange ... I tried created a color adjustment layer, but I sure couldn't figure out any way to move the levers that did anything but make it worse."
