Long ago, I don't remember many details, but at that time the question was being asked about what would replace the gasoline taxes that keep roads in repair if no one is buying gasoline? One concept I remember a bit of was similar to the "safety and exhaust" annual inspections now required in many states. This type of inspection would also record odometer readings of the E-cars that passed through. This would become the basis upon which a highway tax would be assessed. All this FWIW.
