That's what happens in "sanctuary cities."

If I could be queen there for a day, I would round up all the city leaders, beginning with the mayor and city council, and take them to that "street" and tell them to get to work cleaning up.

Then! I would tell them to invite every person living on that "street" into their own homes where they would feed, clothe and house them forever.
