Eventually, it'll be used to control access to features and whether or not ads are displayed.

It's a replacement for the existing system's method of storing a 3-character text "status" for each account.

I don't remember off the top of my head what each userlevel number equates to, but knowing me, anything 10 and higher probably means premium access.

Edit: Eventually (very long-term) the "UserLevel" display at the bottom of the screen will be clickable, going to a page explaining the user levels and, if applicable, providing a subscription link to raise the userlevel.
