Drug development is a large part of it. I also believe that lack of insurance in underdeveloped countries such as Mexico, lowers the cost of many types of prescription drugs.

One such med is Ventolin(albuterol), an oral inhaler that I get in Mexico, made by GlaxoWellcome. It is about one third of the price of the same product in the USA. I am not sure where the Mexico version is made, but the ones I get are in Spanish.
