That's not the way Rubin sees it, and I agree.

If the players have made an assessment that Iranian nukes are solely for cover, no need for Egypt, Saudi Arabia or Turkey to have nukes. The only country that needs nukes to ensure MADness with Iran is Israel, and it already has them.

Turkey as a NATO member is theoretically covered; I don't think that Iran would ever nuke Saudi Arabia, the site of all that is holy in Islam; and why would it bother with Egypt?
