Because it is needed...

Let the people in those communities, via their municipal governments or their own volunteer efforts do it. Or, let either combination of the aforementioned groups hire private firms or organizations to do it.

...and they likely also need it...

What is that supposed to mean?

...and in the end most will be better off for their efforts.

By learning a lesson of statism? By being used in a grand, socialist scheme?
