What information does the government need to send me a tax bill?

It's easy if the tax payer is a 9-to 5 wage earner with a W-2 and no other income. The people who are avoiding and evading taxes are mostly folks who make a lot of money, often from multiple sources, sometimes in cash, and often have high priced accountants and tax lawyers who make it very time consuming for the IRS to determine their real income with out a labor intensive audit.

In addition, since the GOP has starved the IRS for decades, they are often using mainframe software that is older than most IRS employees.
