What's counter intuitive about it? The opposition party ALWAYS gains in the midterm elections.

Ah, so we need to shout the word "always", do we. I recall it happened in the 50s but for similar idiosyncratic reasons.

I guess you haven't been reading all the political polls which say the Dems are doing badly, they will lose the Senate, Bush's use of the war debate as a political instrument is making it hard for them to get their message through. Nah, you wouldn't have read that, would you.

Context is everything. Well almost.
