I think there is a solution to this problem in
the computerized era. I would call it
"self-moderated thread".

First, let's define a "member of the thread".
For example, it can be anyone who has made more
than certain number of on-topic posts. Status of
member can be attained automatically but can
be revoked by SI administration in case of obvious
violation of TOU, or by a thread moderator if any.

Then, if a person is on "ignore" by the majority
of thread members, he/she will be denied the right to
post on that thread. This person can be given a
notification by SI admin about his "ignore" level on the
thread, and thus will have a chance to improve his
rating by moderating his style, posting apology,
or begging people of the thread for rights to
post.

Does the proposal make sense?
