One brilliant aspect of many governments, including the U.S., is a system of checks and balances. People who like power can never be trusted, especially when left to their own devices. But held in check by other power hungry people, they will do a very vigilant job of monitoring each other. While some dictators are better leaders than others, the history of Rome was always written by those in power. For this reason, more democratic periods of Rome appear to experience greater problems and dissent. During periods of dictatorships, these problems were swept under the rug. As a result, most emperors went from victory to victory just like Mussolini, Hitler and Stalin did. People who thought otherwise were eliminated. The Phoenicians enjoyed the wealth from an equally large empire as the Romans, for more than 400 years, without much of an army. They discovered they could gain the wealth of other lands through trade with their ships, without the need of controlling the local government or subjugating the local people. Which empire was the greater?
