<"A robust secondary market for spectrum will provide incentives for licensees to make unused spectrum capacity available in the marketplace," Mr. Kennard said. "Spectrum will flow more freely among users in response to economic demand."

The Commission proposed that most wireless radio licensees with exclusive rights to their assigned spectrum be allowed to lease their spectrum usage rights to third parties without waiting for FCC approval. The agency also offered several proposals on how service rules should be applied so as to promote spectrum leasing without undermining the principles of the rules.

Cax, he should take a trip to New Zealand where they've been doing that for about a decade. Companies buy management rights and can be simply a spectrum merchant. They don't need to have any use for the spectrum other than to rent it out to others for whatever purpose, time and price they feel like.

The USA could also see how calling party pays works in NZ. They could check out short messaging too which has been popular for years now.

At least the USA has Globalstar [a shame they've been unable to sell much of it so far - greedy, high prices don't help].

Why doesn't the USA just declare the election a nullity, get Congress together and pass a new law saying that Presidents who are still capable of keeping their pecker up can have three terms in office, and just leave Clinton there? He seems popular enough and he didn't kill the economic boom. He did hassle $ill Gates for not being polite or offering money and for telling people that Bill doesn't 'drill down' in ideas - or maybe for not letting Bill win. But he's a buddy of QUALCOMM.

The Two Terms Law was brought in when doddery old Roosevelt or Truman or somebody couldn't sign their name anymore. That was shutting the stable door after the horse had bolted.

Yes, write your Congressman, get the election cancelled [hold a few polls and see who people would choose out of Bush, Gore or Clinton] and cancel the election.

That'll save a lot of recounting too - it's funny watching people studiously studying each vote to see how many corners the chad is holding on by.

By the way, I wonder why Q! is down $7 today. More sellers than buyers I suppose.

Mqurice [This is NOT a political post - it is a CDMA promotional one. Clinton is good for CDMA and Q!]

PS: I know the answer to that one...Congress and the Senate would NEVER let it through while Clinton is the incumbent [since there are so many Republicans in charge at the moment in Congress and the Senate]. But what if inauguration day comes around and the US Supreme Court still hasn't decided what to do? I suppose Clinton would continue as interim President.

The way the legal system wends its way around labyrinthine arcane laws for years if not decades, it could easily drag out until February. Heck, they can't even decide whether NextWave should have their spectrum stolen from them or not.
