With Dell carrying less than a week's inventory, and with the current price war, reductions in chip prices are passed through to customers practically the same day as INTC drops prices.

All the same, it has always made sense to only buy a new PC when you absolutely needed one. For the past 2 decades, one could always get a more powerful device at a lower cost simply by waiting for the next round of innovation and price reductions.
