Small Refiners Grow Muscle In China Oil Boom

China's refining capacity is set for significant expansion in the next few years -- but not exclusively from integrated giants PetroChina and Sinopec. Instead, local governments are teaming up with private investors to build shiny new small-scale refineries, or expanding capacity at so-called "teapot" refineries. This is complicating PetroChina and Sinopec's expansion plans, and ensuring a continued healthy intake of foreign fuel oil and imported crude.
