Intel isn't in the business of marketing their own heat sinks, but they do have thermal design teams that design solutions for their products. That is a fact. These specifications are forwarded to developers in order to create cooling mechanisms that work for the Pentium 4. The heat sink that I was talking about was created from these specifications. Check out these guidelines.
