That is a fairly diplomatic way of putting it, though I suppose she is also legitimately concerned that the destruction of the beef industry would not bode well for the economy or for many other sectors of the food industry. I think it likely she would lie to ameliorate these concerns; and she will cause the desired effect because so many Americans are at the moment content to allow their desires to drive their perception of reality.
