They had totally violated the terms of the AF for years! The AF was the failure here.

The decision to pull out of the AF had been taken well before this occurred. State Dept. personnel had been working on it since early 2001. It was already known they were enriching, well before the IAEA seals were broken. This was merely the final straw that gave State the evidence they needed to go to Japan and SK and say, "Here. Look what they're doing."

Your discussion of this issue is totally superficial.
