If that means we are obligated to install a brutal dictatorship then I vote we ignore that particular precept of international law.

But seriously, Iraq has no political structure to speak of, and its people have had no rights for decades. Helping them create both is the task at hand.

As to the money thing, that's no problem.

[1] Forgive their international debts;

[2] Let them sell their oil to whomever wishes to buy at whatever price the market will bear;

[3] Let them contract out for their infrastructure needs with anyone who can provide the services at a decent price -- except, of course, the Frogs, Ruskies, and Krauts -- EFF THEM -- they've already profited off the blood of enough Iraqi children.
