Some idiots will see it that way.

However, I defy you to explain how it is "extortion". The House of Representatives was specifically given the power to control appropriations. Period. If the House doesn't pass it, it doesn't get spent, under our Constitution.

The reason for this is the Framers believed that control of the purse was the ultimate mechanism for control of government, and that the House was closer to the people than the Senate or the president, and therefore ought to have a bigger piece of the control mechanism.

So, the House is exercising its prerogative and its responsibility.

Yet, you call it extortion. Now, I've explained why you're wrong, let's hear YOUR explanation of how you're right.
