When Bill Clinton entered the White House, he decided that he did not like a protocol that had been unofficially established by Ronnie Ray-gun. Reagan started the habit of saluting the Marine honor guard every time he entered or exited Marine One, the Presidential helicopter that whisks the President from the White House to Andrews or Camp David. There was no formal rule on this salute, so when Clinton took over, he felt that he wasn't obligated to continue the tradition.

Word came down from the Joint Chiefs of Staff to Clinton's staff that Clinton's behavior was a slight to the military and that his refusal to salute the Marine guard was regarded by the JCS as an insult. Clinton capitulated and the salute was restored.

Just who is running this country? (Hint: It is not the President.)
