Under gov't INFOSEC criteria, preservation of system data and continuity falls within the jurisdiction of those officials.

Obviously, Y2K is a potential real or perceived threat to IT system continuity.

As for cyber-terrorism or espionage, given the latest boon-doggle at the National Nuclear Labs, there is increasing focus FINALLY being placed upon IT security and continuity.

Btw, under INFOSEC criteria, natural catastrophes are also part of the assessment and contingency plan. It is all encompassing.
