If we lived in a more perfect society we would not need accountants, bookkeepers, banks, and other systems that provide an audit trail.

Why have documents that are labeled secret, top secret, what have you if you can't maintain a simple system that has an audit trail.

Yes, if Berger is guilty he should be punished - but don't make excuses for archivists whose job it is to maintain the documents and are "too busy" to make sure no one steals the documents they are maintaining.
