Why have documents that are labeled secret, top secret, what have you if you can't maintain a simple system that has an audit trail. Yes, if Berger is guilty he should be punished - but don't make excuses for archivists whose job it is to maintain the documents and are "too busy" to make sure no one steals the documents they are maintaining.
