You keep throwing up theoretical scenarios and proclaiming them as proof. Completely ignoring the fact that, in the real world things work out differently. Your shotgun example is flawed, for example. Short of something like a Street Sweeper or other shotgun specifically designed for killing bunches of people, it is a poor weapon for mass murder. The few cases where there was a mass murder situation with a shotgun, the body count is small or nonexistent. It just isn't a suitable weapon for the job, despite your wishes.

Again, most of your arguments boil down to "I can craft an extreme scenario where this method might fail, therefore it cannot be used". Or even "it would be hard, therefore it cannot be tried". If we took your approach to terrorism, we wouldn't do anything because there is no one solution to the problem.
