Dipy, I don't know. If rich Republicans' kids aren't excluded, Bush's going to have a tough time getting it past his masters, Rove and Cheney. Now we know the rich "patriots'" kids will be excluded, de facto, but most will want more assurances in case a Democrat accidentally sees a fair election some day. The major problem is, 2 years won't hack it any more. The draft would have to be at least 4 years to make the training pay off in performance. Another problem is the Reserves and National Guard. Who the heck is going to join them now without a draft coercing them? If you want to go to war, you join the regulars. If you only want to go to war under extreme conditions, you can't find that in the National Guard and Reserves any more. It isn't Dubya's Champagne Guard nowadays.
