So, it sounds as if Cindy had a crafty T-shirt that quietly expressed how many American military personnel have died in Iraq (a historical fact) and it was in fact the Capitol Police who caused a disturbance by confronting her over this mundane form of protest. I don't want to beat up on the cops, but more than likely no disturbance would have occurred if they had just let Cindy wear what she wanted to wear, which was apparently just a number.
