AMAT's last round of layoffs hit their China operations (previously a bright spot) pretty hard. So no, I wouldn't say the current round is a move overseas, at least for the short term.

At the same time, AMAT has previously announced plans to move more final assembly and QA closer to the point of delivery, which increasingly means Asia and esp. Taiwan.
