That was 1/2 years BEFORE Iraq's invasion. After Iraq's invasion the cuts will most likely prove deeper.

UNLESS there is printing going on a worldwide scale. One collaterla effect (having Brazil in mind): Emerging countries will print, not to overvalue to defened exports, then buy with the nely printed currency cheaper USD and pay their debts.
