Pole climber specialist in switch gear now doing HVDC in Southern Chile concerned of environmentalists stopping their project writes:

Storm hit a line 6.000MW capable. Other two OK.

As the voltage dropped, a relay with the right parameters loaded on it by the little piece between the chair and the computer, would in milliseconds remove the load from that line.
Black out ensues, in a small part of the region as swicth gear would kick into action re-connecting that load to other lines and steadily bringing back electricty to the region that were on that line.

As it happened two things might have caused the domino effect:

1)that little piece between the chair and the computer entered the wrong paramaters in the relays.

OR

2) that little piece between the chair and the computer set used the right parameters but did incorrectly

As the 6.000MW were still live even though not being supplied, they started draining energy from the other two lines that were OK, as the load surged, the switch gear shut them down, load still on seeking a source, tried other lines and domino effect ensued.

Thus 28.800MW were shut for about 3 hours.

Specilists say: system is OK and robust since 2000, Itaipu's 3 lines shut in 9 occaisons and never nhad caused a black out of those proportions.

Need better fine tuning. Better and more switch gear more lines on the grid thus saving on longer and more expensive lines plus more power plants generating capacity.
