.DLL files are application extensions. It's tough to tell what program the file is associated with, but your best bet is to make a boot-disk with virus-scan on it, and restart using that.

If you're in DOS mode, you won't run into the problem of shared files in use.

P.S. Viruses are transmitted via .EXE files, .DOC files, .COM files, etc....That said, the can infect nearly every file type. The source of the virus and the target are often different.
