Best conventional wisdom seems to be that it was John Rose backed by Rosen. A lot of evidence points that way. Rose drove the discussions that created the close relationship between CPQ and DEC services in 1996. Rose also got all of both DEC and Tandem except for that services business and Alta Vista. Many have commented that EP seemed to be struggling to understand the plan.
