AOL has not made any such decision. Do you follow this thing at all? They offer everything an ISP has to offer plus AOL content and organization. The ISP's, who will do well as long as they focus on businesses, have absolutely no chance to compete with AOL on the consumer side. ITS OVER. When the ad revenues start poring in at AOL, everybody will see this. The ISP' s don't have volume, scale, other sources of revenue, cross marketing opportunities, brand name--- really, their position is hopeless on the consumer side. AOL's stock price will start to climb back up in January, and will take off next summer when they go cash flow positive. They don't have any meaningful competition other than MSN, who is still far behind.
