No matter how they slice it and dice it (the shares, that is), the company has been running an effective market capitalization of about $25 to $30 million dollars. Fully diluted now it's 13 plus billion shares of common; way to many for a prominent market.

Bottom line; 1) to make the company to be major exchange "list-worthy" they have to do a reverse split, and 2) the market doesn't trust the dilution anymore, so to increase market cap they will need to increase retained earnings.
