"It includes defense related costs that aren't part of the defense budget" Yes, I noticed that. I found that a useful way to look at it. A truer cost. Overall it might be more useful. OTOH, the cost for the care of Veterans of past wars, doesn't reflect the costs of today's actions and activities. Its a cost that in a real sense was incurred in the past, even though it is being paid now. A better figure would be the future cost of taking care of today's wounded veterans, but than your estimating rather than giving actual figures.
