Not necessarily, but you'll end up convincing a lot of teachers, talented or mediocre, to tolerate more crap.

That was the point of the exaggerated question. More money won't necessarily lead to better teachers.

P.S. - And I haven't even brought up the difficulty of firing bad teachers, which is necessary if you want to attract better teaching talent.
