And thats exactly what evidence shows, so only later fantasies cobbled under the safety umbrella of the Persian rule post Babylon where these primitive story tellers actually learn to write.
Such an 'empire' would have the characteristics of empire, like writing & record keeping, administration, oganized building projects, their own steles, tablets, cultural artifacts & those indications of culture itself.
