Not until 1979 and that was because of the extreme Maoist utopian communism that Pol Pol put in place. Millions killed in Cambodia. The Cambodian Communists were only able to take down the Cambodian Govt with the help of the North Vietnamese. This did not and could not occur until the U.S. pulled out of Vietnam. When Phahmn Phen fell to the NVA and KR, the U.S. had already left Vietnam. The bombing campaign from 1970 thru 1973 kept Cambodia from going to the Communists and NVA. Notice the Cambodian Govt wasn't deposed until well AFTER the bombing of eastern Cambodia NVA and Communist Cambodia held areas had ceased. Cambodia was already in the conflict, because the Cambodian Communists were ALREADY been trying to take down the Cambodian Govt but couldn't do it without NVA help.

This is how Pol Pot came to power. This was not because of US bombings: On March 18, 1970, Cambodia's ruler, Prince Norodom Sihanouk was deposed while out of the country by a coup which brought to power General Lon Nol. The new leader rejected the neutrality of the King, and joined with the USA in fighting the North Vietnamese.

This is why the NVA wanted to take down the Lon Nol Government, not because of the bombing. The bombing was part of the war against communism and kept the genocides of 1975 to 1979 from being 1970 to 1979.
