First of all, you can't really take the wikipedia as the final word on anything. It is not only a living document, but it is also the target of rouge editorials. It is a useful starting place for deeper studies.

That's not so say that Grover Norquist is the leader of the neocons, but he is kind of a department head for government size and tax policies. (William Kristol is pretty much the leader since he has the ability to place his opinion above all others).

As always when I summarize the goals of the neocons into a single sentence, it is necessarily a generalization, and all generalizations are false. The majority of neocon followers don't care a whit about the size of government per/se. What they care about is multi-generational wealth accumulation. They want to establish a trust or portfolio that will generate income for themselves and their offspring, essentially forever. They would rather buy services with that income than have the government, and it's power to forclose, supply them and run up any sort of cost. They have theirs, and so a land of opportunity is no longer necessary.
