I have been out of financial markets actively for a while now, hence this question:

My wife has a small sub $100k nest egg that she wants to park in a currency OTHER than the U.S. dollar where:

-- there might be some upside in the currency and little downside
-- she would earn whatever interest income was available and hopefully not drastically under a U.S. rate
-- she could stagger her maturities to take advantage of rising interest rates if they occur
-- the financial institution is 1000% solid and reliable
-- she could access the interst income, as it occurs via bank card or similar
-- if she wanted to withdraw the principal she could do so, with penalties that are not too oppressive

As you can tell from this outline, she is extremely RISK AVERSIVE.
