Government Urges NTT DoCoMo to Open I-Mode System
January 17, 2001 (TOKYO) -- The Ministry of Public Management, Home Affairs, Post and
Telecommunications is asking NTT DoCoMo Inc. to open various system components
related to i-mode.

Currently in i-mode services, NTT DoCoMo administers gateways, connection points of its
mobile phone network and the Internet or portal sites, a collection of sites that guide
information services of various contents available with i-mode phones. But Internet service
providers and content providers have asked for new gateways or portal sites administered by
enterprises other than NTT DoCoMo.

The ministry made the request following the conclusion that the opening of i-mode system
will lead to the expansion of the mobile communications market. It is expected that the
system will be open by May 2001, when NTT DoCoMo starts "IMT-2000," the next-generation
mobile communication service. While presently planning to ask for the opening of the system
voluntarily by NTT DoCoMo, the ministry reportedly also is considering regulation under the
Telecommunications Business Law.
