We disagree. I think we still occupy Iraq. The non-functional state of Iraq is being funded and militarily governed by the US. Its own troops are so useless we had to "surge". The test of occupation is "if you withdrew would the government collapse?" If you answer yes, the country is occupied. In this case I think the answer is clearly yes- so we are indeed a force of occupation.
