That could mean anything. I suspect that a lot of itr means that many folks are joining the reserves just to get money for education, or as an extra job source..THey need to sit back and count the costs before joining...they now understand that the Guard and reserves are not just there for them, they have been asked to be there for their country now...Imagine that.
