Wire Center is a substitute telco term for Central Office (CO).

What they're saying is that SBC has targeted 1,300 Central Offices to be upgraded by the project. The Central Office typically contains one or more circuit switches like a 5ESS or DMS100, fiber optic and copper transmission equipment, distributing frames, etc. This is the same location that you frequently see referred to when discussing DSL services, and how far the customer can be from the CO to obtain xDSL service. Hope that clears it up.
