My understanding is that once Photo Stream is shut down, you will no longer be able to retrieve any photos in the cloud that aren't also on your device(s).

If you have an iCloud+ account with adequate storage for your photos/videos (beyond 5GB you have to pay for iCloud storage), you don't need to worry about it as they'll be fine. If you don't, you need to download what is there or it will be lost.

The easiest way to decide which photos you want to keep is to log into icloud.com with your Apple ID info you use on your phone and see what is there in photos. Just delete the photos you don't want from there and it will propagate down to your iPhone and other devices.
