Because when there is a power inbalance in the world, many people would prefer to be in the power group than the powerless group. Heck, even Russia wants to join NATO!

The need for NATO today is clearly questionable, except that it has the ability to be what the West would want the UN to be if we didn't have to deal with all those other countries. The stronger Nato gets, the weaker and less relevant the UN gets, and more evisicerated the third world nations feel. For good reason.
