I don't think you are reading it wrong, but I would suspect that the author choose the wrong word, "complain", to describe the mood of the WGC letter's description of BOE not lending. WGC sponsors are gold miners (including non-hedgers) and I would guess that they would quickly lose all their funding if they were complaining about BOE not lending enough gold. gold.org
