If the Clinton's had off shore accounts they were not in their own names but rather invested by some one else.
If they knew about it, in my view they were wrong. However all indications are that they paid the proper taxes..ie 29% of AGI.... Romney says he paid 14%. And yes, I think off-shore accounts are tax evasion...
